Takashimaya Rakusai, a new town's anchor for 44 years, closed at a loss
Opened 1982 as the commercial heart of Kyoto's Rakusai New Town, Takashimaya Rakusai ran into operating loss with no path back. It closed on 3 August 2026.

What happened
On 16 April 1982 Takashimaya opened its Rakusai store as the commercial heart of Rakusai New Town, the big housing development in Kyoto's Nishikyo Ward. For 44 years the three-storey, 8,079-square-metre store anchored the Raxine shopping centre — the smallest standard store among Takashimaya's department stores.
The new town aged, and the store aged with it. Takashimaya tried renewals, deeper coordination with its Kyoto store and organisational streamlining, but the year to February 2025 ended in an operating loss on sales of ¥4,757 million, and management could see no path back to profit.
The decision announced on 14 October 2025 was blunt: keeping the 40-plus-year-old building comfortable would take heavy capital investment, and given the local demographics and an uncertain consumption outlook, that money could not be recovered. The store closed on 3 August 2026, applauded in the rain by customers it had served for four and a half decades.
Why it happened
- A new-town anchor lives on its new town's demographics; Rakusai's population aged, and the subway extension that might have fed it was cancelled.
- The economics had turned negative — an operating loss with no visible return — and the reinvestment a 44-year-old building demands could never be earned back.
- Renewals, Kyoto-store tie-ups and streamlining bought time but not a future; the closure finally priced the reality.
The lesson
A store built for a boom town keeps the boom town's demographics. Rakusai aged around its Takashimaya; renewals and tie-ups delayed the arithmetic. In the end, the loss made the decision.
Aftermath
The building is to be demolished; the land was sold to a developer of senior condominiums with commercial space. From September 2026 Takashimaya keeps a presence through a much smaller satellite shop in the adjacent Raxine facility, run together with the Kyoto store.
