What happened

Robert Slutsky, a radiology researcher at the University of California, San Diego (UCSD), published approximately 130 papers between 1979 and 1986 — a rate of roughly one paper every 10 days. His productivity was extraordinary, and his work was widely cited in the cardiology and radiology literature.

In 1986, a colleague raised concerns about the volume and consistency of Slutsky's output. A UCSD investigation found that most of the papers were based on fabricated or manipulated data. Slutsky resigned, and the university spent years investigating and retracting the papers.

The Slutsky case was one of the first major scientific fraud scandals in the US and prompted the creation of the Office of Scientific Integrity (later the Office of Research Integrity) within the National Institutes of Health. The case illustrated how an implausibly high publication rate should be a red flag, and how the 'publish or perish' culture can incentivize fabrication when the system rewards volume over verification.
