Korea's homegrown WiBro network shut down after 12 years — LTE won the standard war

Korea commercialized WiBro, its own mobile-internet standard, in 2006 — five years before LTE — and shut it down in 2019 with about 22,000 users left.

What happened

WiBro (Wireless Broadband) was developed jointly by Samsung Electronics and the state research institute ETRI as Korea's homegrown mobile-internet standard. Korea launched the world's first commercial service in 2006 — five years before LTE — with KT and SK Telecom running the network on 30MHz and 27MHz of the 2.3GHz band. Peak download speed reached 40Mbps, about three times 3G's 14.4Mbps, and the technology was adopted as an international standard. US carrier Sprint and Japan's KDDI introduced it in 2006, and the government pushed exports to developing countries.

The global industry then chose 3GPP's LTE as 4G, and WiBro lost the standard war. Terminal and equipment makers stopped producing for it — the last WiBro phone in Korea was HTC's Evo 4G in 2013 — leaving the network a Korea-only island. Subscribers, once over one million, fell to about 300,000, then kept sliding by roughly 10,000 a month after KT began LTE-transition promotions. The anchor use case disappeared in 2017 when the backhaul of Seoul's subway WiFi was switched from WiBro to LTE.

KT announced on 30 July 2018 that it would terminate WiBro by 30 September, citing failed global expansion, the evolution of LTE-A and 5G, halted device production and falling subscribers. The Ministry of Science and ICT gave final approval on 6 December 2018. KT shut down sequentially from 16 December 2018, starting in Seoul; SK Telecom suspended all remaining users at 00:00 on 1 January 2019. At the end, KT had about 20,000 subscribers and SK Telecom about 2,100. The 2.3GHz frequency period expired in March 2019.

Both carriers ran user-protection programs until December 2020: penalties and remaining device installments waived, two years of the same data allowance at the same price, and free egg+/T-PocketFi devices with a 24-month contract (KT also ran a 132,000-won discount plus 100GB promotion). The freed 57MHz was eyed for 5G. The service died, but the radio techniques it pioneered — OFDMA and TDD — became the foundation Korean manufacturers built LTE and 5G on.

Why it happened

  • Korea bet on a homegrown standard in a standards war it could not win alone — once the world's operators chose LTE, WiBro's ecosystem stopped at the border.
  • Device and equipment makers stopped producing for the losing standard: the last WiBro phone shipped in 2013, and a network with no new terminals cannot attract users.
  • The carriers kept the service alive on government backing for years while its anchor use case evaporated — the 2017 switch of subway WiFi backhaul from WiBro to LTE cut the subscriber base loose.
  • Subscriber decline fed itself: below roughly 300,000 and falling about 10,000 a month, the network cost more to maintain than it could ever earn back.

The lesson

A standard only wins when the world adopts it. WiBro was five years ahead of LTE and still died — being first to a standard nobody else takes up is being early to a museum.

Aftermath

MSIT approved the termination on 6 December 2018. KT shut down sequentially from 16 December 2018 to year-end; SK Telecom suspended all remaining subscribers at 00:00 on 1 January 2019, with billing cancelled from shutdown for both. The 57MHz of the 2.3GHz band returned to the state, earmarked for 5G. LTE-transition programs ran until December 2020, waiving penalties and device installments and offering two years of the same data at the same price with free devices. WiBro the service died, but the OFDMA and TDD techniques it used first became the foundation of Korea's LTE and 5G development.
