Popeyes closed most of its China stores within two years of a hyped launch
Popeyes opened in China to long lines in 2020 but closed most outlets by 2022 after failing to sustain demand and manage franchisee conflict.

What happened
Popeyes returned to mainland China in 2020 through a franchise deal with TFI Tab Food Investments, opening its first Shanghai store to queues and social-media buzz. It was the brand's third attempt at the market, after earlier efforts in the 1990s and 2000s fizzled.
The initial hype faded quickly. China's fast-food market was dominated by KFC and McDonald's, which had deeper menus, local flavours and vast store networks. Popeyes' pricing and limited localisation made repeat visits hard. Franchisee disputes and the impact of COVID-19 lockdowns added pressure.
By August 2022, Popeyes had closed seven of its nine mainland China stores. Restaurant Brands International later moved the brand under Tims China, its coffee-chain joint venture, hoping a local operator could succeed where the previous structure had failed.
The case is a reminder that viral openings do not build a market, and that China's fast-food sector punishes brands that rely on foreign novelty without sustained local adaptation.
Why it happened
- Popeyes entered a fried-chicken market where KFC and local players already owned customer habits and supply chains.
- The menu was not localised enough to keep Chinese consumers returning after the initial novelty.
- Franchisee disputes weakened the operational and financial base of the China expansion.
- COVID-19 disruptions hit new brands without established delivery networks and cash reserves particularly hard.
The lesson
A queue around the block on opening day is not product-market fit. In a market with entrenched competitors, novelty wears off unless the menu, price and convenience keep up.
Aftermath
Popeyes shrank to a handful of stores and was folded into Tims China. The brand attempted another relaunch under the new operator. The case is used in China market-entry teaching for fast-food and franchised retail.
