What happened

After German reunification, Berlin decided to replace its three ageing airports with one grand new hub: Berlin Brandenburg Airport. Construction started in 2006, and the airport was meant to open in October 2011. It did not. The opening was postponed again and again — 2012, 2013, 2017 — until the airport finally received its operating licence in May 2020 and opened to commercial traffic on October 31, 2020, nine years late and roughly three times over its original budget.

The single biggest cause was the terminal's fire protection and smoke-extraction system. It had not been built to the approved plans and could not pass the mandatory acceptance test needed to open. The design was unusually ambitious: for aesthetic reasons, smoke was to be pumped down through the building and out below ground, reversing the natural rise of hot air — a feat that, at this scale, had never really been made to work. Inspectors found the wiring, programming and implementation riddled with flaws.

It emerged that the man who had designed the fire-safety system, Alfredo di Mauro, was not a qualified engineer at all — his business cards said engineer, but his actual qualification was as an engineering draughtsman. He was dismissed in 2014. At one point the airport proposed staffing the building with hundreds of human 'fire spotters' as a stopgap, an idea regulators rejected. The fire system had to be torn apart and rebuilt in sections, at a cost reported in the nine figures, before the airport could finally open.

Why it happened

  • Construction began before the design was complete, so structural problems (like podium columns too weak for the roof) had to be rebuilt later.
  • The fire and smoke-extraction system was over-ambitious, badly implemented, and could not pass the acceptance test required to open.

The lesson

Start building before the design is finished and you'll pay for it twice. Complex systems need a qualified owner and a passing acceptance test on the critical path — not a heroic workaround.

Aftermath

Berlin Brandenburg opened in October 2020, in the middle of a pandemic that had gutted air travel, and became an international byword for public-project failure — a German joke that ran nine years too long. Its costs ballooned from a budget of about €2.8 billion to roughly three times that. The case is now taught as a warning about starting construction before designs are finalized, about letting unqualified people own critical systems, and about how a single subsystem on the critical path — here, fire safety — can hold an entire megaproject hostage.
