Baltimore's 1986 Cell paper sparked a decade-long fraud case — all charges dismissed
A 1986 immunology paper by Nobel laureate David Baltimore triggered a decade of investigations by MIT, NIH and Congress — in 1996 every charge was dismissed.

What happened
In 1986, Nobel laureate David Baltimore co-authored a paper in Cell with Thereza Imanishi-Kari, an assistant professor at MIT, and four other researchers. The paper reported unexpected results about how the immune system rearranges its genes to produce antibodies. Margot O'Toole, a postdoctoral fellow in Imanishi-Kari's lab who was not an author, said she could not reproduce some experiments and accused Imanishi-Kari of fabricating data. Baltimore defended the paper and refused to retract it.
The case escalated beyond the lab. Investigators Stewart and Feder pressed the NIH to investigate, and Congressman John Dingell took up the cause, calling in the US Secret Service to analyze Imanishi-Kari's notebooks. In March 1991, the NIH's Office of Scientific Integrity accused Imanishi-Kari of falsifying data, based on Secret Service forensics. The report was leaked to the press within days. Baltimore and three co-authors retracted the paper in 1991, and Baltimore resigned as Rockefeller University president in December.
The case was appealed. An HHS appeals panel began reviewing the evidence in June 1995, and in June 1996 it dismissed all 19 charges against Imanishi-Kari. The panel ruled that the government's evidence was 'irrelevant, had limited probative value, was internally inconsistent, lacked reliability or foundation, was not credible or not corroborated, or was based on unwarranted assumptions.' Neither Baltimore nor Imanishi-Kari was ever found to have committed research misconduct.
The case reshaped how scientific misconduct is investigated in the United States. It demonstrated that Congressional pressure and forensic science could combine to produce a deeply flawed investigation, and that the system for adjudicating research integrity had no good mechanism for stopping a case that should never have been brought. The case is cited as a cautionary tale about the politicization of scientific misconduct inquiries.

- The NIH's Office of Scientific Integrity relied on Secret Service ink-and-paper forensics that the appeals panel later found had no probative value for the scientific question at hand.

The lesson
A scientific misconduct investigation that gains political momentum is almost impossible to stop, even when the evidence does not support it. The system needs a gate — not just an accelerator.
