Yi Long Xiao Que Xing sickened 71 diners — Shanghai's nine stores shut in a week

The viral dim sum chain's central kitchen made ready-to-eat food it wasn't licensed for; salmonella sickened 71 and all nine Shanghai stores shut.

What happened

一笼小确幸 was one of Shanghai's best-known internet-famous dim sum chains, with nine Shanghai stores fed by a central kitchen run by Shanghai Yufeng Catering Management. From around 15 July 2017, diners began reporting fever and diarrhea on review platforms; most fell ill between 16 and 19 July, after eating at four stores including the Hongkou Dragon Dream location.

Stores closed from 22 July. On 23 July, Shanghai regulators ordered all nine stores and the central kitchen to stop production and operation, sealed food and raw materials, and had delivery platforms delist the chain. The official finding, announced 28 July: the central kitchen's licence covered only cold-processed and hot-processed semi-finished products, yet it had been making ready-to-eat food — the cream-cheese sauce inside the mango Napoleon pastry, plus cooked goose and char siu for the stores. Salmonella was found in patient samples and in food from the stores.

By 28 July, 71 people had sought hospital treatment; all recovered. The chain apologised, permanently dropped the mango Napoleon, and regulators in Baoshan and other districts said the two operating companies would be punished strictly under the law. The 'transparent kitchen' monitoring the chain had installed turned out not to have been properly run. The brand's internet-famous run ended with the closures.

Why it happened

  • The central kitchen cooked beyond its licence: ready-to-eat food was produced on a permit for semi-finished products, because the menu demanded it.
  • Speed outran food safety: nine stores and a viral menu were built on a kitchen whose controls — including its own 'transparent kitchen' system — weren't actually running.
  • The response lagged the illness: complaints surfaced around 15 July; the first official response came a week later, after regulators moved.
