'Free Shipping for All Orders' — Vietnam fined Shopee over the terms it hid
Shopee promised 'free shipping for all orders' — but hidden terms meant some paid. Vietnam fined it VND 200M and ordered a public correction.

What happened
On 8 August 2025 Shopee ran a promotional campaign in Vietnam built on absolute promises: 'Free Shipping for All Orders', 'Everything Has Free Shipping', 'Free Shipping Everywhere'. The campaign carried conditions and exclusions — but on some interfaces of the website and app those terms were not fully displayed. Shoppers saw the promise; the fine print stayed off-screen.
In practice, around 94% of orders during the campaign did receive free shipping. The rest received partial discounts or none at all because they failed conditions many buyers had never been shown. Vietnam's National Competition Commission, under the Ministry of Industry and Trade, ruled the campaign had provided misleading information to consumers.
In Decision No. 5/QĐ-CT, dated 9 April 2026, the commission fined Shopee VND 200 million (about $7,700) and ordered the platform to publicly correct the misleading information across its website, mobile app and official social media channels. Shopee cooperated with the investigation and has since updated how the terms are displayed.
Why it happened
- Absolute promises leave no room for hidden conditions: 'all orders', 'everything' and 'everywhere' each rule out exceptions — so any exception must be shown as loudly as the promise.
- Disclosures that exist on some screens don't count: the regulator judged by what shoppers actually saw, not by disclaimers that existed somewhere.
- 94% delivery didn't cure it: the 6% of orders that paid for shipping got something other than advertised — and at Shopee's scale, 6% is a crowd of disappointed buyers.
The lesson
Absolute claims demand absolute visibility: if a promotion says 'all orders', every exclusion has to appear on every screen — it was the hidden fine print that made the promise misleading.
Aftermath
Decision No. 5/QĐ-CT of 9 April 2026 was reported in May 2026. Alongside the VND 200 million fine, Shopee was ordered to publicly correct the misleading information across its website, app and social media; the company cooperated with the investigation and updated its information displays.
