What happened
On October 8, 2026, the National Financial Regulatory Administration's Shanghai bureau published 31 penalty notices in a single day — 21 tied to insurance, 10 to banks and other institutions. The most concentrated violation among the insurance fines was operating across provincial lines: the Shanghai branches of CPIC Health, Taikang Pension and Dinghe Property Insurance were all fined for it, and all three were simultaneously cited for using insurance terms and rates that had not been filed as required.
Dinghe's branch had the densest file: besides selling across provinces and using unfiled terms, it was cited for preparing false statements, drawing the largest insurer fine of the batch at ¥540k. Taikang Pension's branch was fined ¥530k, with its then-general manager Zheng Tingqiang personally fined ¥100k — the largest individual fine in the batch. CPIC Health's branch was fined ¥230k, and its business development manager Zheng Wenhao ¥40k. Dinghe's then-deputy GM Zhang Weizong was fined ¥75k for the false statements and department deputy Ma Liang ¥12k for the terms violations.
The cross-region ban is an old rule — branch companies may not underwrite outside their province — with narrow exceptions for co-insurance, large commercial covers and compliant internet or telemarketing. Branch-level business lives in the gray zone: regulators have ruled that altered property addresses, split policies and intermediaries as conduits are still illegal remote underwriting. Twelve of the 31 notices went to individuals, down to front-line posts, and a July 31 joint policy added lifetime accountability, ending the idea that leaving the job ends liability.
What it cost
¥540k, ¥530k and ¥230k fines on the three branches plus warnings; individual fines from ¥12k up to ¥100k on branch executives.
Why it happened
Sales pressure drove branches to chase business across provincial lines while loosening the execution of filed terms and rates — one agent said branches do this to grab business.
The cross-region ban itself caps fines near ¥30k, so the heavy money came from the companion violation: unfiled terms and rates, ¥100k–¥500k under the Insurance Law.
The regulator has shifted from fining only the branch to fining both the institution and named individuals, extending down from general managers to front-line department deputies.
Falsified statements counted as a separate violation: Dinghe's false reporting drew the batch's largest insurer fine plus a personal penalty on the executive responsible.
The lesson
The cross-region ban itself caps fines near ¥30k, so the heavy money came from the companion violation: unfiled terms and rates, ¥100k–¥500k under the Insurance Law.
Aftermath
The October 8 batch also showed the sharper end of the accountability regime: a Front Sea Life agent was banned from insurance for ten years over contract fraud, and two Shanghai Rural Commercial Bank staff were banned from banking for ten and five years. The three insurers' branches were warned and fined, and the named executives were fined in person alongside them.
