In August 2019, ASCI's Consumer Complaints Council upheld complaints against Mankind Pharma's Manforce Cocktail Condom television ads, ruling they contravened the Ministry of Information and Broadcasting's December 11, 2017 advisory that such ads air only during watershed hours (10 pm–6 am). Intimate scenes were judged inappropriate for family viewing, especially by children.

The ruling capped a two-year saga: a Sunny Leone-fronted Manforce campaign had already been ticked off in 2017, and ASCI had highlighted the need to cap condom advertising to the late-night slot. In December 2017 the ministry issued the advisory the ruling cited, and Business Standard reported that most condom makers fell silent rather than challenge it.

Manforce was swept up in ASCI's June 2019 monitoring: of 334 ads investigated, 106 were withdrawn by advertisers on notice, and of 228 evaluated by the council, complaints against 190 were upheld — education and healthcare led the list.

ASCI upheld the complaints and the ads were found to breach the MIB's 10 pm–6 am watershed; the 2017 Sunny Leone campaign had already triggered the restriction.

The creative team treated audience suitability as a choice rather than a compliance requirement.

ASCI had pushed for the watershed rule, so the airing knowingly tested a standing advisory.

A celebrity-fronted campaign maximised reach, and with it the regulator's attention.

The violation was about when the ad ran, not what it claimed — placement carried the penalty.

Timing is part of ad compliance: content regulators deem unsuitable for children does not become suitable because it sells — the slot is the rule.

The 10 pm–6 am watershed for condom ads stayed in force, and ASCI's monitoring continued to treat such ads as a family-viewing concern. Mankind Pharma faced repeated scrutiny of its condom marketing, and the episode became the standard Indian example that scheduling and placement are part of advertising compliance.
