On 31 August 2026, Finland's National Police Board ordered Cyprus-registered MagicPoro Limited — operator of the Pelikaani, Pelikioski, Bigwin and Pottila brands — to stop all gambling marketing aimed at Finns, the first prohibition it has issued since the new Gambling Act passed in December 2025. A €1.2 million conditional fine and payment blocking stand behind the order, which runs 12 months and can be extended by another year.

The company's defence — that its websites and content were international and 'completely neutral' — collapsed on inspection: police found Finnish-only bank logos shown at checkout, paid Instagram and Facebook ads targeted directly at people in Finland, and a Viralify clipper campaign for Pelikioski with 27 clippers and 96,500 views still running in August. MagicPoro also failed to answer the police's November 2025 inquiry by the December deadline, writing only in April to claim the letters had arrived a month late.

The order threatens more than marketing: under Finland's Gambling Act an applicant fails the reliability test for a licence if it received such a prohibition in the previous two years, and the NPB already held 50 licence applications by 8 June 2026 ahead of the licensed market opening on 1 July 2027. The precedent is sobering — Betsson subsidiary BML Group was fined €2.4 million in 2023 under the old regime.

A 12-month marketing ban, €1.2M conditional fine, payment blocking that cuts off Finnish deposits, and jeopardy for any future Finnish licence application.

Only Veikkaus may promote gambling in Finland until the licensed market opens, so every MagicPoro brand aimed at Finns was unlawful.

The 'neutral content' claim died against Finnish bank logos, geo-targeted social ads, and a 'Markka' in-game currency on its second-biggest Finnish brand.

Ignoring the regulator's November deadline cost it the benefit of the doubt — police proceeded on the evidence they had gathered.

The new Act gives prohibitions teeth: a conditional fine, payment blocking, and automatic licence-reliability failure for two years.

Targeting a closed market through 'neutral' affiliate content fails the moment your checkout shows local bank logos and your ads geo-target local users.

The ban took effect a month after notice and will run well past the 1 July 2027 market opening; it is unknown whether MagicPoro appealed. Finland's THL and KKV are simultaneously pushing to ban affiliate and influencer marketing outright, even for licensed operators.
