Energy renovation cold-calling is banned in France — H2R Energies did it anyway: €376K

French law prohibits cold-calling consumers about energy renovation outright. The sector, fuelled by public subsidies such as MaPrimeRénov', had a history of aggressive phone sales to vulnerable households, so article L. 223-1 of the Consumer Code makes any telephone solicitation for energy-saving works or renewable energy installations unlawful — not regulated, banned. H2R Energies, based in Issy-les-Moulineaux, called consumers anyway to sell equipment and renovation works.

The company also broke the rules at the point of collection: when gathering consumers' telephone details through its own website, it did not inform them of their right to register on Bloctel, France's do-not-call list, as article L. 223-2 requires.

Following an investigation by DGCCRF agents, the Direction départementale de la protection des populations of Hauts-de-Seine announced an administrative fine of €376,080 on 12 May 2026 — one of the larger telemarketing penalties in a sector that remains under sustained regulatory pressure.
