Wenzhou train collision — signal failure killed 40, froze China's rail expansion
A lightning strike caused a signal system to show a false green light. Two trains collided near Wenzhou, killing 40. China froze all new rail projects.

What happened
On 23 July 2011, a lightning strike near Wenzhou, Zhejiang province, caused the LKD2-T1 trackside signal system to malfunction. The system showed a false green light in the control centre, indicating the track ahead was clear. D301, a high-speed train travelling at 99 km/h, rear-ended D3115, which had stalled on the viaduct after losing power from the same lightning strike.
Six carriages derailed and four fell 20–30 metres from the viaduct. The crash killed 40 people and injured at least 192, 12 of them severely. The last survivor, a two-year-old girl, was rescued 21 hours after the collision. Her parents died in the crash.
The official investigation, released in December 2011, found that the signal system had a severe design defect: it failed to turn the signal red when it could not determine the correct status. The investigation also cited lax equipment inspection, management failures, and a culture of prioritising speed over safety in China's railway ministry. 54 officials were held responsible, including the former minister of railways Liu Zhijun, who was already under investigation for corruption.
The Chinese government suspended approval of all new high-speed rail projects, reduced the maximum speed of G-series trains from 350 km/h to 300 km/h, and cut ticket prices by 5%. China's reputation in high-speed rail technology was severely damaged internationally. The crash remains the only fatal accident on China's high-speed rail network, which has since become one of the safest in the world.
Why it happened
- The LKD2-T1 signal system had a design defect: it showed a green light when it could not determine the correct signal. A fail-safe design would have shown red.
- China's rapid high-speed rail expansion prioritised speed over safety. The railway ministry's aggressive growth created systemic management failures and lax oversight.
- 54 officials were held responsible, including the former minister of railways. The government froze all new high-speed rail projects and reduced speeds across the network.
The lesson
A signaling system that fails must fail safe — showing red when it cannot determine the correct signal, never green.
