Pepco Germany's scale dream met a floor it could not fill
The Polish discounter once aimed at 2,000 German stores; after a July 2025 protective-shield insolvency it is closing 28 of 64 and shedding 165 jobs

What happened
Pepco is a Polish textile and household discounter that expanded hard across Europe on a low-price, high-store-count model. In Germany it once planned as many as 2,000 stores, betting that density and cheap prices would carry it past entrenched low-price rivals.
The German bet did not pay. High operating losses and a store network that could not be sustained under its own fixed costs pushed Pepco Germany GmbH to file insolvency at the Amtsgericht Berlin-Charlottenburg in July 2025, using the protective-shield procedure (Schutzschirmverfahren) to restructure under court supervision.
The restructuring closed 28 of the subsidiary's 64 German stores by the end of January 2026, keeping only the 36 locations judged still viable. Around 165 of roughly 500 employees lost their jobs — store staff plus a downsized Berlin administration. Pepco said a complete withdrawal from the German market was not excluded.
Why it happened
- The ambition of up to 2,000 German stores far outran the demand a mid-price discounter could actually sustain
- Operating losses and a store network whose fixed costs no longer matched sales forced the protective-shield filing
- Cheaper, faster-scale rivals Action and Tedi kept expanding while Pepco consolidated, squeezing the same low-income customer
- Online retail kept pulling footfall away from the standalone stores the plan depended on

Aftermath
Pepco Germany GmbH filed insolvency at the Amtsgericht Berlin-Charlottenburg in July 2025 under the protective-shield procedure. By the end of January 2026 it had closed 28 of its 64 German stores, keeping only the 36 locations judged economically viable. Around 165 of roughly 500 employees lost their jobs, including store staff and a downsized Berlin administration. The parent group said a complete exit from the German market was not excluded, and no social-plan details were released at the time of the announcement.
