Germany's alcopop makers built a category on young drinkers — one tax ended it

What happened
In the early 2000s, sweet spirit-based premixed drinks — alcopops — were a booming category in Germany, sold on bright, youth-friendly packaging. Their popularity among teenagers turned them into a political issue, and Berlin answered with a tax aimed squarely at protecting young people.
The Alkopopsteuergesetz, dated 23 July 2004, levied €5,550 per hectolitre of pure alcohol on top of the ordinary spirits tax — about 84 cents on a typical 275 ml bottle at 5.5% ABV. The price point that had made the category work was gone.
Volume collapsed: AC Nielsen measured roughly 60% fewer spirit-based mixes sold in the second half of 2004 than a year earlier, and Information Resources put the January–February 2005 decline at 65%. Nielsen's data showed beer mixes gaining 11.1 million litres while spirit mixes lost 16.5 million — drinkers switched, they didn't stop. The tax itself brought in just €1.8 million in Q1 2005, forcing the ministry to cut its full-year forecast from €12 million to €7 million.
Why it happened
- Demand skewed young and price-sensitive, so a levy aimed at the price point removed the category's entire reason to exist.
- The tax covered spirit-based mixes only; beer-based mixes sat outside it, handing drinkers and marketers a ready substitute at the old price.
- Volume fell faster than forecast — €1.8 million collected in Q1 2005 against a €12 million plan — because the category had no loyal, price-insensitive core to fall back on.
The lesson
A category engineered around one price-sensitive demographic is one tax away from extinction — when demand exists because something is cheap, you don't own that demand.
