怎么回事
国家奥委会协会（ANOC）世界沙滩运动会，本该是一场囊括所有沙地和海上项目的综合性赛事：首届于 2019 年在多哈举行，第二届定于 2023 年 8 月 5 日至 12 日在印度尼西亚巴厘岛举行——共 14 个项目，从沙滩足球、冲浪到四人沙滩排球，来自约 100 个国家奥委会的运动员已经完成了资格赛。
2023 年 7 月 4 日，距开赛仅剩一个月，印度尼西亚奥委会宣布退出：政府始终没有拨付赛事预算，导致赛事无法办成。ANOC 表示，他们"极为意外，也极度失望"地收到了这个消息——就在一周前，组委会还参加了一次协调会议，却完全没有提到这个问题。而在只剩四周的情况下，已经没有时间把这样规模的赛事转移到另一个东道主。
赛事本身以及 ANOC 的全体大会都被取消，让来自约 100 个国家已经获得资格的运动员无处可去。下一届赛事后来定在了 2027 年的岘港举行——距上一届真正举办的赛事已过去四年。
为什么会这样

- ANOC 一直依赖组委会的保证进行筹备，直到开赛前一个月才发现问题——根本不存在备用东道主
