Banque Populaire Val de France, a regional bank of the BPCE group operating across ten French départements, offered consumer credits with the appearance of 'crédits affectés' — loans legally tied to the purchase of a specific good such as a car, equipment or home works. In reality the credits were not truly affected.
The distinction matters: a true crédit affecté protects the borrower by linking repayment to the proper delivery of the sale or service. Selling loans that merely looked affected deprived customers of those specific legal guarantees while presenting the reassuring label. The DGCCRF ruled the presentation a deceptive commercial practice.
The bank accepted a €300,000 transactional fine agreed with the public prosecutor at the Versailles Judicial Court; the sanction was announced on 13 July 2026. Banque Populaire Val de France responded that the procedure concerned only elements of commercial communication and did not call the compliance of its products into question.
