What happened

Constructora Bolívar Bogotá promoted its Buenavista Living project in Bogotá — 2,044 apartments that are social-interest housing (VIS). Colombia's SIC found the promotional pieces 'insufficient, confusing and inopportune': they did not clearly state that the homes were VIS, and the ads had the capacity to mislead buyers about the nature of what was being offered.

That status matters because VIS homes carry regulatory price caps. On top of the hidden classification, the builder changed the promised delivery dates at least three times, which also pushed back the deed-signing date from which the final price depended. Roughly thirty complaints accumulated against the company.

On 8 May 2026 the SIC's consumer-protection directorate fined Constructora Bolívar Bogotá 1,306,426,800 Colombian pesos for misleading advertising and breach of the delivery dates, based on an October 2024 inspection and the complaint file. The ruling is open to appeal.

The lesson

Aftermath

Constructora Bolívar was ordered to pay the fine and the decision is subject to appeal before the SIC's consumer-protection delegates. The SIC framed the sanction as a warning to the housing sector to give buyers enough information for an informed decision.
